The plan lists high-purity fused chromium oxide as a core strategic new material for high-temperature resistant special refractories, comprehensively promoting high-quality development of the chromium-based high-end powder industry and accelerating domestic substitution through three major measures: improving standards systems, special policy support, and green capacity transformation.
Fused chromium oxide, with its characteristics of high melting point, strong high-temperature oxidation resistance, and slag corrosion resistance, is an irreplaceable key raw material in photovoltaic glass melting furnaces, special steel smelting, and aviation thermal spraying. Nano and spherical high-purity powder continues to see rapid demand growth in electronics, optics, and sensor materials sectors. For a long time, domestic high-end ultrafine fused chromium oxide powder has faced pain points including incomplete standards systems, insufficient high-end capacity, high import dependence, and uneven environmental standards in production processes. This three-year action plan provides targeted systematic solutions.
In terms of standards system upgrading, the plan specifies that from 2025 to 2027, the revision of the "Fused Chromium Oxide" national standard will be initiated, subdividing three product grades: industrial grade, high-purity refractory grade, and nano-spherical powder, adding mandatory testing indicators including hexavalent chromium residue, high-temperature thermal shock stability, powder sphericity, and bulk density. Supporting specialized standards for green manufacturing of chromium-based refractory materials and waste gas/residue disposal will also be formulated, setting red lines for electric arc furnace energy consumption and chromium dust emissions, forcing the industry to eliminate outdated high-pollution capacity. Over three years, more than 100 new materials sub-standards will be implemented nationwide, comprehensively regulating the entire fused chromium oxide industry chain.
In terms of industrial support policies, high-purity fused chromium oxide products meeting new standards will be included in the National Key New Materials First-Batch Application Demonstration Catalog, with enterprises enjoying 80% immediate VAT refund benefits, and up to 30 million yuan in special fund support per high-end powder technology upgrade production line. For chromium slag recycling and calcium-free clean electrofusion process upgrade projects, MIIT will select outstanding ones as national green manufacturing demonstration projects, providing low-carbon technology upgrade subsidies and encouraging enterprises to build intelligent, clean fluidized bed shaping and nano-powder test production lines.
In terms of industrial structure upgrading guidance, the plan proposes implementing a special action for domestic substitution of high-end refractory powder, continuously compressing traditional high-pollution calcium roasting process capacity, requiring all existing chromium oxide production lines to complete clean transformation by end of 2027. Industry resources will be guided toward leading enterprises with high-purity ultrafine powder R&D and green large-scale production capabilities, vigorously expanding fused chromium oxide applications in downstream high-value-added markets including new energy photovoltaics, high-end metallurgy, and aviation thermal spraying, continuously reducing high-end powder import dependence.
A responsible person from MIIT's Raw Materials Industry Department stated that next, industry, environmental protection, and market supervision departments at all levels will simultaneously implement supporting rules, conducting standards promotion and policy application training for fused chromium oxide production enterprises. New materials enterprises are encouraged to collaborate with research institutions on nano and spherical fused chromium oxide core technology research, leveraging dual empowerment through standardization and policy support to promote high-end, green, and independently controllable development of China's chromium-based special powder industry.
